Depends the distance, These devices have adjustable lens to focus the beam, so I don't think it would do any damage over a mile away.

I suppose if you had a 2" lens focused 100' away. At 35,000 ft the beam would be 700" in diameter or about 58'. A circle with diameter of 58' is about 2671 sqft. 1000w laser applied with no losses is about .375 w/sqft or 0.00256 w/sqin. Your logic checks.
