It plays fine here.
Try to download the mp4 and upload/convert it with convert.io, then download or try to play it in your browser.
The current mp4 isn't some exotic mix of codecs, it's pretty standard.

Thanks, AOU. I do get the option to "save the audio file" and "copy the audio file's location" as the browsers don't want to detect the mp4 is a video. I'll run a re-encoding to see how that goes with helping it to play for me.

Made an archive of the vid8 video, but it still wouldn't play even from archive.org's page.
Instead of downloading and doing it all locally, I re-encoded it remotely from the vid8 page and archived that re-encoded version and it now plays fine for me.
