I think depending on the target, a specific ordinance is selected for the job. So for destroying a biolab, I think they would use an explosive/bomb which burns at high enough temperatures to destroy the bio agents.

I saw a video of an explosion last night that looked like a shit ton of white phosphorous. They probably have other thermobaric munitions for this purpose.

White Phosphorus or something akin to Napalm would be the answer I'd pick, but WP would be ideal. -80C freezers are pretty damn solid and you don't want to partially destroy one of those. Viruses and bacterial backups are usually stored in a glycerol solution and are infectious after thawing, needs to be heated to about above 50C before any inactivation occurs.
