It's not misleading. All the countries mentioned in your article are NATO countries. They can send fighter jets, but for right now they have reservations about giving away fighter jets. But they still have the "green light" to do so. And the US is trying to urge them to do so by telling them they will replenish the jets.

yes it is "sending fighter jets to Ukraine" means that NATO is flying them there as an operational action, which is not the case. When the UK "sent planes" to the Falklands, we weren't lending them to the sheep farmers, we were bombing the Argentinians and then flying home
Poland may transport them to the border and abandoning them there, but its Ukrainian pilots doing the flying, not NATO
You know how the title makes it sound because that deliberately makes it sound like an escalation, but the reality is different

The title doesn't insinuate it's a NATO action at all. It clearly says "NATO countries" have the green light. Not NATO has the green light. Countries that are members of NATO ie. Poland have the green light to send fighter jets to Ukraine. And the US is urging them to do so.
