Hungarian Prime Minister Viktor Orban announced that women who have four children would never have to pay income tax again on Sunday.

Orban unveiled this offer as a part of a seven-part plan during his annual “State of the Nation” speech on Sunday.

“I hereby announce that women who have given birth to and raised a minimum of four children will be exempt from the payment of personal income tax for the rest of their lives,” Orban said near the end of his speech.

I would imagine self interest comes into play. Mortgage forgiveness would make more sense to be beneficial to the man as well, but it is extremely front loaded because the kids could be born within 3-8 years. By promising income tax forgiveness spreads the program "cost" over a lifetime which can be mitigated through inflation rather than enhanced by it, unless the woman managed to have 4 kids then still attains a career of such demand the wages track above inflation.

Not sure what you mean, but lowering THEIR taxes and NOT the husband's would incentivize having FEWER children.
