Without a context source, it's hard to tell where and when it was shot.

Local HK news are talking about an uprising at Hon Hai (Foxconn) factory in the mainland, because people have been laid off due to a massive drop in worldwide production demand, and because robots have been replacing employees in charge of doing dull/repetitive tasks. These people who come from other provinces (up north) are probably pissed knowing they won't find a job with the same wage back home.
