They are decorative. I can’t speak for every tower, but I have been inside a couple of them at different locations for construction issues. Every one I have been inside did not have a platform, nor were they built to structurally support a platform. I know Dave Hodges was big on this a few years ago, that’s when I stopped listening to him.
