I was thinking specifically of Saddam when I made the comment. Good on you. The bias is that acting like it's a big secret or some huge revelation, causes people to perceive it as much less likely. If I were even running for so much as congress, I would find someone to be my double. And if Saddam did it then we already have precedent. Assume there is nothing special about the regime's security state.
