If he was really aimed in on the guy, and we weren't in clown world, he'd have been allowed to take the shot after the first muzzle flash assuming local police hadn't been questioning the guy already.

Think about the precedent it would set if the guy was shot prior to him firing. That's Minority Report's world, and I'm pretty sure no one here wants that to be reality.

I would think pointing a rifle in the direction of President Trump would be enough to put the shooter down.

Until firing, he's done nothing more than "terroristic threats". At 200ish yards, he's a possible threat but you can't be sure he's aimed at whoever is at the podium. Preemptively killing him would allow the government to write whatever claims they wanted about him that justifies them killing him.

I could make that argument, but pointing a gun at someone is aggravated assault. I'm not sure about PA, but in TX you can use lethal force to stop a felony in progress, which AA is.

I've got news for you buddy. 99% of the time if someone is skulking around on a rooftop and pointing a rifle at a political candidate they're gonna get shot. That's not Minority Report it's basic security.

You do realize you are introducing the idea of giving security details the ability to murder people that appear to be a threat, right? At the moment, it appears PA law enforcement, whatever level was present, dropped the ball. SS dropped the ball if it is true that people were pointing him out.

Was the ball dropped intentionally, to see if he was able to take out Trump? Was the ball dropped intentionally because it is a false flag and they intended to use it? The answer to both is probably.

Is this theater? Definitely.
