I am not seeing it as needing a surplus for trade. Cambodia and Vietnan put 90ish percent tariff on anything made in the US that gets imported into their tiny little shit boxes.

You shouldn't ever take anything Trump says literally, he is asking for something crazy that he almost certainly doesn't expect to get. It is a negotiation tactic.
