Foxconn made a lot of monetary promises that would have been impossible to keep, seeing as they're a contract assembler and you're never going to beat the almost slave labor of China for that.

Intel has a slightly better chance of keeping their promises, seeing as how specialized semiconductor manufacturing can command a lot more money than assembling a television set.
