I think that while the bail issue is good intentioned, it's completely wishy washy and useless.

'The court must consider public safety,...'

With no concrete commands, what stops a judge from saying 'having considered public safety and all other factors, I am releasing this career murder-rapist on no bail'?

To me it's even worse than useless and lays a groundwork to redefine what public safety means.
