Decorative throws me off but my first guess is a pipe bender/cutter. The object in the image is a pipe cutter. Here's why I think so: * Curved Cutting Wheel: You can see a circular cutting wheel at the bottom. This is a key feature of pipe cutters, used to score and eventually cut through pipes. * Lever Action Handle: The long, red handle with a wooden grip provides leverage to apply pressure and rotate the cutting wheel around the pipe. * Adjustable Jaws: The green and metal parts form adjustable jaws that hold the pipe in place while it's being cut.
Some of this is just me talking to myself trying to figure it out and convince myself it's a pipe cutter.
You put a lot of thought into your post. The tool does not do anything with metal, pipe or otherwise.
I do the same thing sometimes, write out stuff that I'm thinking about. Helps me to sort out things in my mind.

It looks like something for food use, but it's not an apple peeler. No idea here.
It does, doesn't it? It's a non-food tool.
The only other guess I'd have is a cloth ripper, but it doesn't really look like that either.

To be fair, I wouldn't have guessed what it's for until I was shown what it does. Maybe the many Ladies of Poal have better odds at recognizing it.

It looks like the red crank interacts with the green spring-loaded arm in some fashion, but there's no way to say for sure without seeing a picture of the underside.
The lip on the base plate suggests something is driven against the tool and then operated on by the crank, but it wouldn't rotate given the prominent rivets/screws on the plate.
Given the previous hints, my guess is some sort of burnishing or honing for a blade or piece of metal.
That's something I thought at first bit I was very wrong. It doesn't treat metal.
Any chance you can give us a picture of the underside as a hint? (even if you delay posting it for a half day) This is a fun game.
