Edit 2: solved. Three more pics added. The tool owner has a flower shop. I'ts used for making pretty and fringy paper to decorate stuff with.

To be fair, I wouldn't have guessed what it's for until I was shown what it does. Maybe the many Ladies of Poal have better odds at recognizing it.
