Came across this today. Owner says "It's about a hundred years old, never seen a drop of oil".

Hint: It's for decorative purposes.

It looks like the red crank interacts with the green spring-loaded arm in some fashion, but there's no way to say for sure without seeing a picture of the underside.

The lip on the base plate suggests something is driven against the tool and then operated on by the crank, but it wouldn't rotate given the prominent rivets/screws on the plate.

Given the previous hints, my guess is some sort of burnishing or honing for a blade or piece of metal.

That's something I thought at first bit I was very wrong. It doesn't treat metal.

Any chance you can give us a picture of the underside as a hint? (even if you delay posting it for a half day) This is a fun game.
