Hint: It's for decorative purposes.

Edit 2: solved. Three more pics added. The tool owner has a flower shop. I'ts used for making pretty and fringy paper to decorate stuff with.

The one wheel looks to ride inside the other, but I'm still at a loss. It looks to be crimping or creasing something soft, but what? An envelope sealer?

You're on to something with the creasing and the soft material. Envelopes are not the answer, though.

Well, scrapbooks and papercrafts were big during the Victorian era, as were the newly cheap photographs.

Perhaps a decorative border crimper for paperworks related to scrapbooking? Or some sort of cutting guide marker?
