Hate to say, but lurk the XDA forums. Or find a model you like and search the forums. One of the ways to bypass the Google locks was exploiting the accessibility options during setup, but I haven't owned an Android device past version 8, so I don't know about the new versions. My favorite was the one where you had to use a Bluetooth headset to speak commands to in order to get into the YouTube app options which had a link to the online help in it, and clicking on that would open a Chrome browser which you could use to get access to the Home screen in order to access the device settings.

Just find a phone you like - the major brands usually have good support - and go from there. If there is a method of removing the accounts from the phone during setup and a TWRP recovery image ROM for it you can unlock the phone even if Google locks it remotely. Is there an ? I know http://www.ruqqus.com/+DeGoogle exists. I remove or disable pretty much every stock app but I keep Google Play/Play Services just in case. Which means I need to have a linked Google account for that. But I take the extra step to disable Google Assistant, which requires you to go into the account's settings online through the Assistant app (well, you can do it in a browser, but it's easier to navigate and find it through the app).
