Can we have a law that says: The owner of an appliance that is discovered having remote control capabilities will receive 1million dollars from the manufacturer, if the owner sue the manufacturer

We could have that law, but then you're depending on the government to grant you your privacy and to punish those that violate it. A better alternative is to take control of your own life for yourself.
