Judging by the antennae on the back of this thing, it operates somewhere in the ghz frequency range, which means line of sight transmission. 26 miles maximum due to the curvature of the earth, if the operator has elevation it could be easily double that. The transmitter cannot be all that powerful on that thing, due to it's size.

Unless of course it's relayed through a global hawk, which I wouldn't put past them. A few dozen of these dropped by parachute and run by a team a thousand miles away is possible with existing technology...
