Well it could be something as simple as a site that makes passing that file around and adding to it simple, or someone could come up with an entirely new way to do it, I would have to believe you could do it somehow, I could be entirely wrong I’m open to that possibility but that doesn’t mean I shouldn’t try, I’ve tried lots of ideas that it turned out I was wrong about but I wouldn’t know that for sure unless I tried. Some times I even end up thinking up something new and crazy no one has tried before.
It's probably possible, somehow.
I can't think of a way - though maybe a click track would help - that gets rid of at least one player playing ahead of schedule. I'm also sure a musician could learn to play like that, as I made some adjustments to my timing to play with the lag accounted for.

I'll save the link to my ideas file. When I do finally get around to trying it I'm sure it'll help. Algebraic TCP might help but thats a ways off before it comes to the general public, at least thats how it seems. In order to even try to found a site like that I would have to be able to actually play and know when my timing was off and the site wasn't working correctly. Even more motivation to learn. However my years of playing music simulators should help with timing at least. I was a big DDR/Stepmania/Guitar Hero player for a good while there.
My guess is that latency will eventually reach the point where the effect is negligible - as light moves pretty quickly and more fiber continues to roll out. I'm not sure if it can ever be eliminated though I suspect it can be reduced significantly.
