They've been there longer than three hours. They're no longer a guest.
At my house, you're a guest exactly once. After that, you're expected to take care of your shit, and that includes behaving to a certain standard.
Then again, my house is huge. I can have guests in my house and not see 'em for days unless I want to.

I don't think I'd be 'hoping'. I'm pretty sure I'd be 'insisting'.
If he's going to continue to stay there (keep your options open), then there's a list of rules he has to obey - which includes wearing clothing, not sleeping on the toilet, sleeping in a bedroom only, keeping the house clean (to your standards, not his standards), and things of that nature.
He would sign such an agreement.
Otherwise, he hits the pavement.
I really, really have little patience for that sort of thing. I think it stems from having had roommates before. I've often lived with other people, people who aren't family. I did so during school, then during the military, then during school, then during the military, and then I had a wife and the first kid so we generally didn't have roommates after that. But, I'd sometimes split a hotel room with fellow employees at work. So, I still sometimes lived with other people.
I suspect that's why I have zero patience with this matter.
