I do have all the right tools and I know how to use 'em.
I did buy a cheap set of tools when checking how cheap it was to get into guitar, and those would work well enough - but slowly and you'd have to be pretty careful. The biggest issue with those tools is they didn't have good files - especially fret files.
Don't get me wrong, those files will work. It's just that a new person may very well fuck things up, possibly making it worse.

I'm suspect... Especially given where you live. I suspect you've just accepted things as they are without beautifully polished frets that are all within thousands of an inch of each other in height. That's what most people do. They just accept things are the way they are.
By now, I'd be shocked if you didn't have any fret sprout. Put some pantyhose over your hands and run them along the side of your guitar - being sure to touch the frets. If it comes back completely clean, you either have perfect frets or your fretboard is larger than the frets due to swelling.
