I don't think they lied on purpose (I think they changed the names by mistake), but I'm not seeing them respond to any comments or posts about this (or if they did, I'm not able to find it because 2 of the admins have private profiles), so they probably just don't care.
I remember some posts from several sort-of-prominent banned users. Here are their new "names".

The "I have a bio! And a title!" one (\Account\5e4) was my account deletedaccount (which was banned, not deleted). The "I'm ! Hi" one (\Account\1gl0) was also me, _____ I think.
Also, they used to change usernames on request (OzZVidzYT->OzZVidz, citronboy->citwrong, IrreleventIdiot->\Ruq\). 20 coins sounds like an awfully high price for something like this.

Maybe not on purpose but they lied nonetheless. These users are now somewhat more "anonymous" but these accounts can still be identified which is stupid. So no, they aren't "banned with no remaining visible content", the admins are just being idiotic liars (or rather cm4 is) and somehow managed to screw this up beyond belief.
It would be easy to just allow account deletion for banned users while the ban reason can stay but the user remains anonymous. But cm4 opted for a solution to benefit his Discord trannies to cut off the faces from the corpses of these users and wear their faces.

Otherwise they would just make the name changes free in the first place, which is part of why the update is stupid. It's about the money because their platform is dying as it bleeds users deleting their accounts.

Exactly right. Another thing to consider is the money laundering side of this. Ruqqus is an LLC which means any expense incurred "for the company" can be written off in taxes; including the server costs. So whatever online endeavor they embark upon, related or not, is more or less paid for. That said, they have to show the "company" is making money/paying it's taxes in order to justify that write off - HOWEVER, they have 3 years before that is required. They can make $0 for 3 years with infinite tax write offs, but once that is up it will be declared a hobby and they will lose their tax exempt status. This is when you can expect to see Ruqqus fold, or "sell out" to another brand, (most likely owned by another cabal member) and the process can repeat for another 3 years. This is why they don't need loyalty from their userbase, they're mere digital sheep.
I also read a testimonial on Voat that they can implement algorithms that will use the upvote/downvote system to mine crypto currency; which would explain the enforced antagonistic cabal population to stir things up and start brigades. I don't know much about it, but the theory makes sense.

I admire your abilities to dig up the real dirt. I'm not much of a techie but, I can smell bullshit at a thousand yards and have no problem pointing it out when their actions don't match their words. The downside is, I don't know how to read code, therefore they can hide it easier. Thanks for your efforts exposing it on the front that I cannot.
