You're probably right, although civillians have historically been court martialed numerous times, in several (western) countries. It likely requires extraordinary circumstances, such as "times of war" (or aftermath), a "illegal combattant"-predicate or simply ignoring conventions.. It sounds very lenient and inconsequencial.. maybe she's friend of the Clintons or a $$$ecret jew?
