This sounds like deliberate fraud to me. She probably was getting money under the table to fake her reports. I doubt it was just a poor decision.

They don't need to patrol every street. They just need to do 2am raids in random areas to scare enough people into compliance. They'll have willingly accomplices among the citizenry, jumping at the chance to report on their neighbors. We've observed this already during the scamdemic, when Karens called their local governments to report businesses not requiring masks or checking vaccine passports.
There are enough federal and state agents to keep the people in line. They are doing so in Australia right now.
