How odd the clock here is on Pacific Time while the clock on the main whitehouse dot gov site is on Eastern Time.

The little clock at the top of the page is the amount of time the government has been shut down.
I got that, but what does it means for the government to be shutdown? Here in Belgium, we didn't have a government for almost 2 years after some election and nobody could tell the difference.
It only means two things - gov employees do not get paid: and two, traffic will be way better in some parts of US cities.
Unfortunately it does tangentially mean that some work that requires a gov decision (or guidance) cannot be completed, or is not actionable, during this time. That said, work typically stagnates anyways due to gov inability to provide guidance.

Essentially? Not much, it means that very essential services (security, military, etc.) will continue, but no paychecks will be issued during this time. Essential programs will continue, but many will be shut down. Regular bureaucrats will be put on suspension and told not to report to work.
The president has the ultimate say-so in what continues to run and what does not.
Ultimately, this is a pissing contest between two sides that can't agree. When it's all said and done, nothing will happen and you won't notice any difference. Chances are, suspended government drones will be presented with back pay.
