I'm going to guess you meant to write "decreases to 94 percent of its former capacity" -- but I think what you wrote is closer to the truth.
In a disaster you're better off with electric because if there's gas you can use a generator, if there's propane you can use a generator, if there's natural gas you can use a generator, if there's Diesel you can use a generator, if you have solar you can charge. If you have a gas car you have to hope there's gas or you're fucked.
If you can make biodiesel you can use it to charge an electric car. There's no universe where a vehicle limited to one fuel source is more flexible than a vehicle with a half dozen fuel sources. Flexibility means more options.
