You're not gonna get one cheaper - probably.
You REALLY should get one before you lose your only copy.
If they have to re-key it, it's gonna cost you more than the car is worth.
It kinda sucks. It's sorta mandated by law. Cars have to comply with anti-theft regulations because, well, car companies kept making cars that were easy to steal. So, the US (and other countries) require anti-theft standards.
It could be worse. You could be me. I pay to make sure there's always at least one spare - for some pretty exotic keys.

In theory, you could get a key from a junkyard car - but you'd need the sensors, the ECU, and then you'll still need to pay to have everything synced with your system.
Modern cars suck like that - and modern imported cars are even worse and have been worse since the mid 1990s. The EU was first to change the anti-theft regulations and then there has been a trend of making keys more and more special for luxury/sport/exotic cars.
Some of my newer cars don't actually have keys that start the ignition. It's a fob that sits in your pocket or has to be in a special slot. Those are a couple grand to replace - but you can lose 'em and replace 'em at the same price. They just need to be programmed.

Are you sure? It's in the right age bracket to have a chip. The chip isn't always visible. It's sometimes embedded in the metal or in the plastic at the top of the key - but it's sometimes right in the metal.
I'd be shocked if there wasn't a chip.
My key does not have anything special or electronic about it. Its just a round shaft that expands at the last half inch with blocks carved into it, it really should not be that difficult to reproduce. like these https://files.catbox.moe/amb4iu.jpg
I'd guess that it's in the plastic bit at the top. It's just a resistor at a special frequency. It has been in cars since the early 90s.
I'd be legitimately shocked if you didn't have one, especially on a Jag.
I'd say take the key apart, but you might break it. It's nothing huge and it can be embedded in the metal part of the key itself.
